Hello, this map uses the California map as its base terrain, correct? Could I edit this map? Removing the buildings and just using the map base?

Anyone know why some of my npcs are missing? I've tried every mod known to this map and yet it still doesn't load them. I have even gone into edit mode and seen them there, can someone help please?
