ULX Ticket System

Description
This is a ticket system for ULX. It is inspired from other ticket systems out there and is meant to be a viable free alternative.

To create a ticket, type '#YOUR MSG' in chat. Anyone who has the ULX permission 'ulx seeasay' will be able to view and accept tickets.
