Harpoon Resistance Fix

Description
Just a simple mod to add Harpoon Resistance to Hack Stopper set and Rag Skirt. Hopefully it makes Reavers just a little bit more difficult.

Changelog:
Added Harpoon Resistance to Armoured Rag Skirt and Armoured Rag Skirt (coloured).
Added Harpoon Resistance to Hack Stopper set.
