Ah, yes. Smell's like a reference to the Powder Gangers from Fallout: New Vegas on which they used dynamite to escape and take over the NCRCF.

There isn't many Police/Cop themed items on TF2 Workshop sadly. and most of them with mod downloads has already been hexed by me or other people.
