Safe house - witness protection program by Populous

Dear Mayor,

The United States Federal Witness Protection Program (WPP),[1] also known as the Witness Security Program or WITSEC,[2] is a witness protection program codified through 18 U.S. Code § 3521 and administered by the United States Department of Justice and operated by the United States Marshals Service that is designed to protect threatened witnesses before, during, and after a trial.

We have identified select apartment buildings in your city which we are very interested in purchasing for use as a Safe House facility in order to support our Witness Protection Program. We will use these apartments to temporarily move, house and protect people under the witness protection program and pay your city a fee to cover any inconvenience if any.

Features:
- We pay you $4000 for the building
- We pay you $500 as a monthly service fee
- As this is a low key facility noise will not be an issue
- Not a police station, but we assure you, no crime within a few block radius.

Workers:
- Uneducated Workers 10
- Educated Workers 2
- Well Educated Workers 12
- Highly Educated 2

As always there is an Icon to make this easy to identify on your menu.

This is very good as the building size fits where normal police stations do not. On single or 2-tile areas (Long, not wide).
