I would probably say to verify your game files, via Steam, if you haven't already. As compatibility patches seem to have a higher propensity to corrupt random game files, than just general gameplay.

I assume you are having this issue with this compatibility patch mod subscribed to, as well, alongside UWE and Animation Overhaul Crafting? As I have no issue with all three enabled.
All the 223 mods are working fine, though.

I'll try again (which I did several times).
Did you subscribe sole to Universal Wasteland and to Animation Overhaul Mod Crafting? Because some people say the same as me.
Ps.: It is not in all zones. Near the Okran's Shield is most likely to happen.

I can report that this must be an issue on your end, of some kind. I would say that verifying your game files wouldn't hurt.(This is known to occur more often when subscribed to a modlist instead of each mod individually. May need to re-download both mods, as well.)
I'm eager for the result at your end.
