Description
Why bother razing a city when AI can capture it the very next turn without spending a dime?
This mod removes AI's ability to colonize abandoned settlements for free. Making Dong Zhou more fun and slowing the expansion of AI Sun Ce by a little.

did not know they do it for free, i once watch Han Sui camp at the animal tamer in the northwest for 6 turns and he just twiddled his thumbs this is helpful then i hated spending 4 to 8000 gold on places if they got em for free
