More Wand Spawns

Increases the wand spawn rate of most standard zones by 40%. It does so by increasing the odds that a wang tile with a potential wand altar spot will spawn that altar. It's less effective as you get deeper (vault, temple of the art) since those are very likely to spawn a wand altar if the tile has one.

The changes are made in the biomes scripts, so it may not play nicely with other mods that modify the base biomes.

Works fine with my other mod, Double Depth Dungeon! Just load this mod after it.
