Civilizations Expanded: Default Babylon UA

Description
The main Civilizations Expanded mod completely reworks Babylon.

This is a sub-mod for Civilizations Expanded that restores the original civilization UA:
"Eurekas provide all of the Science for technologies. -50% Science per turn."

Requires Civilizations Expanded.

@Mr. Upkeep Fuck that, he deserves Golden Unicorns, I'll be first. I like what he did with his version given the goal of that mod is global balance, which is better attained with buffs than nerfs, as it gives one more development space, as you can see in CE clearly.

Thanks for the submod. I suspect you're right about the brokenness of the original UA, but damn if it isn't a fun little minigame. Plus, we can give it to the less experienced people in MP and let them feel like they're on par with the more experienced!

I just want to make a comment about this.... your work is beyond spectacular. I think you know that.

About keeping UA Babylon..... I am going to be completely honest here.... I am pretty sure, that without Hammurabi this way, I am not yet capable of beating the game on Deity. And what this gives me, is a chance to get through all the turns to get a better feel for how I can adjust my strategies with experience. Eventually, I won't need it. But for now, it is a useful handicap ... I know ALL the reasons you hate it, mainly based on the insane imbalance .... so to that, thank you for doing this anyway.... you are highly appreciated
