The AntiFlood on Steam Workshop is only compatible with the last update of the game.
(Reason why the mod is tagged 0.9+)
Since you are playing with a different version than the one published, this mod does not work.
Sorry but we cannot publish several versions of the same mod for several versions of the game because in that case we will fill the workshop. For example, I have ~17 mods, if I publish tem for three different versions of the game 0.7, 0,8 and 0.9 that would be 51 mods.
Having so many mods repeated will annoy players looking for mods, plus they have to check the version installed and so on.
There is a tag "0.9+" in the mods of the workshop to know which ones work
