Fix for Blood Legacy / Architected Ancestry

There's a bug in the Architected Ancestry perk for Albino and Scaly.
Instead of adding a chance that children born without the respective trait can still get it, it can only give the trait to children that already have it. Actually, objectively, doing nothing.
On top of fixing that, this also changes the chance for adding the bad trait you selected from 5 to 50. This should offset the -30% bad trait chance you get from Resilient Bloodline.
