100 population to make new settler? how are you suppose to get to the center then?

@psychoninja93 make sure that you have only 2 civ slots and no city states slots. that should do it.

wont load? downloaded it and after my civ leader screen loads it says mod error manage mods or close, i only have this mod and the games expansion mods enabled....
