They are not too small, they are not overseas regions of a particular country, they are not under anyone's royal directives, they have not been destroyed, and they can also be added because they take the form of a country that has a capital.
(For similar reasons, each state in the U.S. has a reason to be added, but it's annoying and will be added later.)
Whether the UN admits it or not, it is not a special reason. What has it to do with diplomacy with more than 20 countries?
