Out of these 15% that don't require an original mod, about half is for mods that don't add any new assets, so it's arguably not such a big deal and they get a slip.
As for convenience, it's a difference between 1 and 3 mouse clicks. I don't think it's convenient for modders who spent weeks or months modeling meshes, texturing them, weight painting and setting everything up in FCS to work, to have someone leech off of their work.
Making patch for a mod is no more difficult than editing the mod itself, I can just tell you how to do it if you care.
That's kind of intellectual property theft, unless an author specifically gave you a permission to do that.
