never mind, i deactivated the mod and started a new campeign, looks like its one of my other mods causing it.

@the-town-drunk Hey bud, love the mod, one problem, it seems to have disabled the ability to claim growth vat juice. so you can only spend your starting mutagen and then thats it for the whole campeign.
