Guns of The Empire: Tier 4 Settlements

Description
Patch for my Guns of The Empire mod to work with Tier 4 minor settlements. At the moment, all this does is extend garrisons to tier 4. Specifically, it will give tier 4 cities my mod's Ersatzsolder.

does this need an update? and what about load order? because it seems to be crashing my game with tier 4 minor settlements + tier 4 minor settlement walls
