Description
Background
I was toying with another idea when I found I could just convert pops to an ethic using the same idea. It seemed easier and more utilitarian than my other project so I decided to work on this side project instead.
There have been a fair number of times where I wanted to change my ethics but had to wait ages just for my pops to slowly change over time. This helps with that by just converting a number of pops at a time.
The Ai will not make use of this at all. Shouldnt anyway.

Function
Once you research "Artificial Moral Codes" you can draw the "Re-Education Facilities" tech. With this you can build a "Base" that is upgradable into a facility designed to change your pops ethics.

Normal Facility comes with 3 jobs for worker and specialist (so 6 jobs total) and require 1 Consumer Goods & 1 Food as upkeep. Every 10 years (5 with perk tech) the pops are converted from their current ethic into whatever version they are working.

The facilities also provide slight ethic pull to their conversion. No one wants to be sent to the Facilities after all.

A 2nd tech can be found that unlocks policy choices for ethic pull as well as improves the buildings job/drift functions A 3rd tech can be researched after gaining an Ascension Perk that improves both the building and the policies.
A 4th tech can be researched after having both Colossus & Mastery perks that allow you to instantly convert any pops on any planet to each of the ethics (not gestalt)

Bugs/Issues
A-The Base building has a planet cap of 2 but the upgrades have a max of 1. If They both had one the base would not upgrade at all. Even with both at 2 the base doesnt upgrade if the other is already upgraded. I have no idea why.
B-When using a Colossus Ethic changer weapon on a colony with pops working at a Re-Education Facility, they may or may not become unemployed.
C-Robotic Synths are unable to be prevented from being Re-Educated w/o also preventing Synthetic Ascension empires from doing the same. I set it to prevent by citizenship type like how organic trophies are blocked from jobs but that didnt stop them from joining in soo...

Can you mark the re-education jobs "complex" (or something) like Researcher jobs, which restricts Droids from taking the slot?

Synths will be able to take Researcher jobs, too.
