Guv's AI Unique Faction Resource Restored

Have you guys ever noticed how CA hates how the AI shares the same advantages as the player? Let us bring up a few examples:

Did you know that AI Shi Xie doesn't use his splendour resource at all?
Did you know that AI Lu bu doesn't utilize personal victories?
Did you know that AI Sun Ce doesn't utilise his reckless luck at all?
Did you know that ANY OF THE AI EIGHT PRINCES does not utilize the Alignment system at all? Making the player "blatantly cheat" (in my harsh opinion).

There are some explanations for this, as the AI doesn't know how to spend or maintain the resource. But heck, the AI doesn't know that for ANY resource anyway, so why bother removing them for the AI? The AI only get's worse for it! Making the player have an easier time and the AI counterparts are less interesting.
I do not stand for this treason, and I will resort to violent fixing!

• The AI factions of Shi Xie, Lu bu, Sun Ce and the Eight Princes have had their faction resources restored and available for use.
  
• Not every edit is a "restoration" per say. Some are just to add them back to the diplomacy UI.

The idea to start making these fixes started with me noticing it with Yuan Shu at 182 start date. I found it odd that I couldn't take advantage of him as an ally (or enemy), knowing that he would be interesting or at his full potential. This was enough to put me at a hiatus from this game for a moment.
Once I realised how to fix it, I felt a sense of release. Now things are coming back together.

Then I noticed it with Shi Xie. Why would Shi Xie's AI not use splendour? Well, it was obvious. He can't spend it on lunch boxes. But who cares? Splendour still offers a minor but helpful boost to his survival. Which is what his faction should be all about, surviving.
From here, I found more and more faction unique resources that only the player could utilize and decided to make a mod out of it.

Tao Qian and the 182 Yellow Turban factions. I think there's an explanation for this, the resource is a shared resource and the resource scope is set to WORLD. This is why the resource is not appearing on diplomacy screen. It is possible if you swap the scope from WORLD to FACTION. But it will break the resource and the resources won't work as intended.
