Adds brand weather to OSFE!

Basically, you have a chance to get one of 10 weather patterns on any battle that increase the damage of one brand's spells by 20 and decrease another brand's spells by 20.

As my suggestion list mods tend to be, this is probably extremely unbalanced, but they are being made more for the ideas and code than the game balance - feel free to take the code and do whatever with it if you want to improve it!

This is the third mod made from my suggestion list!

There is no youtube link this time because unfortunately I just don't have the time to edit what I record, and at this point it's either no youtube video or no mods at all. The positive is that I'll be able to get into this weekly now! (hopefully)
