Difficulty and Time Line Balance

Description
This is for Emperor or higher difficulty.

This is not a fix for issue in Corporation and Monopolies pack (AI issue avoiding to develop luxury resource), but it can help with luxury resources before currency and catch up when AI gets (Currency) if you have the patch see below.

To fix the actual "bug" install a separate mod that move corporations to currency. (This solves the issue)
The AI will then again improve luxuries quickly once it gets currency.

+ 1 AI Builder Charge from the Classical Age for Emperor Difficulty
+ 1 AI Additional Charge from the Classical Age for Immortal Difficulty

Resulting in Immortal AI has 2 additional charges.

DISCLAIMER: Seems the game get confused if you start in Classical Age when using this mod. So use with Ancient Era start only.

I expect the AI develop its lands better in higher difficulties, that's the reason for emperor and higher, you could change it be editing the mod.

I will look observe the AI some more, my games on Emperor I do not have lots of builders running around but again I will play some more and adjust if I see it in my games.

Is this compatible with Harmony in Diversity? That mod comes with a specific unit which can make corporations, but waaaaay later with economics..

I suggest reducing additional builder charge by 1. There are 3~5 charge builders on the map that I can just pick up from barbs or while at war. The AI doesn't seem to know what to do with excess builders.
