Changes the course change bell sound volume from 0.09 to 0.03

That VERY annoying alarm needs a way to be shut off during operational maneuvers. However, the alarm is useful to alert you for damage control operations therefore it is a necessary component and should not be completely eradicated. Thank you for your kind attention to this matter.
