Anti-Tourism Policy

Description
Adds the Closed Country policy, which nullifies all generated tourism, preventing the user (but not their competitors) from winning a Culture victory. This is particularly useful if you want to use monopolies for their economic benefits, but don't want the extremely large tourism modifier they generate to catapult you into a Culture win when pursuing another victory type.

The policy only affects international tourism - the "domestic tourism" stat used to determine what number of tourists other civilizations must reach to win a culture victory is unaffected. Therefore, you will still be able to prevent other civs from winning a culture victory by generating a culture faster than they can generate tourism.

Note that the number of tourists you attract is based on lifetime cumulative tourism, so when you slot this policy in, you will likely keep most of your existing tourists. Therefore you may still win a culture victory in some contexts, e.g. if you already had a large lifetime cumulative tourism and you conquer the civ with the highest domestic tourism, lowering the victory threshold to below your number of existing tourists. If you plan on aggressively sabotaging other civs and still don't want to win a culture victory, it is a good idea to plug this card in as soon as you start generating significant tourism.

It's nice, but can we get a version that doesn't require a policy card? Is that possible? Sorry if it's not I have no idea but I am so tired of accidentally winning culture before 1500

What about closed trade, which forbids civs and city states that aren't your friend/allies/city state you are the suzerain of from trading with you and city states you are the suzerain of and vice versa.

This is great for Babylon. had to shut off culture victories with him to play past medieval.

TBH, this has worked just fine for me -- as is!

And.. with @Infixo's cool "Better World Rankings" mod.. it has been very easy to track down every tricky details involved by the Tourism IN/OUT-put cycles (regular or timely adjusted through this custom Policy card).

A wise solution to an otherwise badly designed concept (real flaws or implicit mis-calculated effects either conciously managed or weirdly neglected on their part, AFAIC) by Firaxis staff.

@Mauer that was the original idea that motivated me to make the mod, but unfortunately it appears that the monopoly tourism modifier is defined outside the easily modifiable XML files that populate the gameplay database. There may be a way to change it with Lua scripting, but I'm not familiar with the process. I'll upload a second mod for that if I have time to sit down and figure it out.

Is there any way to disable only monopolies tourism, nullify it or tone it down?

Helps get a Diplomatic Victory in the least Diplomatic way possible. Love it haha
