Instructions:

1. Visit Raven Rock, Solstheim. Look for a small Boat at the harbor (Map Marker) and click it.
2. You will be transported to "Unincorporated Tamriel."
3. The Quest begins on arrival. USE SUBTITLES!
4. Visit the Mayor's Residence (Government District).
5. Talk to the Vizier. The City is offered for 10,000 Septims.
6. Once Quest begins, you can talk to other NPC/people. Read "City Ordinances" for next Quest.
7. Have fun.

Notes:

The City has markets outside and in stores. NPC/People have AI (sleep 0-8am, and do things after that). Main characters: Vizier (in Mayor's residence), Trade Master (buys crates) in Mayor Residence cellar, Healer in Temple of Mara (heals player), Elementary School instructor (gives homework assignments), Casino Attendant (see Inn cellar), other NPCs.
