The Agency + R56 Compatibility (Pre 1.11)

Description
This version predates the Barbarossa DLC and does not account for any of the changes introduced by the version of R56 introduced to account for it. A new version of this will become available once the most recent Agency release comes out of Bata.


A version of the Espionage Rework mod "The Agency" designed to work with the popular "Road to 56" Overhaul mod

"The Agency" is a partial rework of the HOI4's Espionage system that includes
  • Larger Pool of Operatives
  • More Opportunities to Gain Operatives
  • New Operative Traits
  • Re-Balanced Operations & Missions

The original version of the mod also includes several additional agency upgrades, these have been removed for this version as R56 already includes excellent upgrades without this modification.

Note this mod requires the mod The Road to 56' in order to work.

It does NOT however, require The Agency as this mod completely replaces it.

I (and from what I can tell many players) was never really happy with how the espionage system turned out. Always seamed like it lacked effectiveness, too much effort for too little gain. Myself, I always felt that the limited number of operatives available, the crippling effect of having an operative captured or injured early on, and the grueling work necessary to build an agency that is actually worthwhile, made the 'Spy' system for HOI4 come across as a bit 'Lackluster.'

This mod includes changes and balance adjustments to the otherwise limited espionage system. An attempt to make Espionage something more than a 'Trivial Waste" or a 'Useless Time Sink.' That said, allot of effort was put into making these changes balanced and fair, so don't expect things to be over powered.

The biggest changes are x4 new operative traits (x2 Can be acquired via mission experience) and a drastic increase in the number of operatives you can have at once, increasing the speed you get them, and removing the need to be in a large faction to gain an agency worth a D***. At the same time, many of the operations have had the scale of their effects reduced in order to remain balanced with the number of operatives you can have undertaking them.

    Boost Ideology, Stage Coup, & Prepare Collaboration, Effects +25%
  • “Web of Lies”
    Intel Network Strength Gain Factor +25%
  • “Insurgent”
    Sabotage, Strengthen Resistance, & Resistance Contacts (Risk, Cost, & Efficiency all +/-15%
  • “Scientist”
    Capture Cipher & Steal Blueprint (Risk & Effectiveness) +/- 15%

New Agency Branch Upgrades
- are not included in this version, R56 already has excellent upgrades in its base version. -

Other Changes
  • Total possible Number of Agents raised to 16 with as many as 8 gained via agency upgrade alone.
  • Increased chances of new operatives starting with traits
  • Rate new operative slots are gained increased in frequency.
  • “Regional Training Centers” now part of having an agency and no longer requires the “Local Training Centers” Upgrade.
  • The Political Advisor Trait “Illusive Gentleman” changed to give and additional operative and +10% increased Operation Effectiveness for all agents.
  • Various Balance changes – reduced effectiveness of many missions and operations by between 10~30%
  • Strength of contribution operatives add when Stacked (working together) increased 10~20%
  • Operative XP gain +10~20%
  • Operatives now gain XP (a very small amount) from maintaining a quiet intel network
  • Base Network Strength Loss Rate Reduced by 10%
  • Slightly Increased the effectiveness of overlapping radar and wings of recon planes when accumulating Intel.

Q: "Can I use stuff in this mod in my own?"
A: Sure! Be my guest. Go on over to the 'basic' version listed above to get a clean copy. BTW, If the R56 team wishes to integrate "the Agency" into the R56 mod then they are most welcome to do so, All I ask is that you 1. credit me in your mod and 2. send me a friend request, then Message me via Steam chat to let me know, I would love to see your work.
Q: "Will you be expanding this mod in the future?"
A: Maby. Initially these changes where part of a larger (and far more ambitious) mod. After loosing hundreds of hours of effort due to nonsense with paradox updates corrupting my work, I elected to make a variety of smaller “bite-sized” mods broken down by theme. These where simply some basic changes I had made to the 'Spy' system as part of that larger mod (sans some of the crazy stuff that didn't fit into a normal game.) In other words, I'll update any basic changes as I work on my other mods, but have no intention of developing this outside of that context. This Merge-mod was the result of interest from the community, and as a personal objective of teaching myself how to do this.
Q: "Can you fix the broken traits from the DLC?"
A: This project is harder than it sounds. It seams a heroic effort has already been made by the R56 team to do this already. I'll be checking to see how well their fix for the 'Linguist' trait works and may use it myself in the base version of "The Agency"
Q: "How about fixing *insert other 'La Résistance' bug here*?"
A: Its doubtful, but possible. If i stumble across a fix for something, or find one really needs fixing, then I'll pound one down here and there. These fixes (if I DO make some) are less likely to be represented in the "merge-mod" version of this as I'll be hesitant making changes that could screw up R56.
Q: "Could you add *Insert Here" Feature?"
A: Don't know. Make any suggestions below. If I spot one I like I just may do that.

WARNING! Carry on reading! Or you will die, even if you only looked at the word warning! Once there was a little boy called Joey, he was ten-years-old and he lived in a mental hospital because he posted a crappy copypasta onto a People Playground mod's comment section . He got so bad he went to kill all the staff in the hospital so the Feds decided that best idea was to get rid of him so they set up a special room to kill him, as inhumane as possible. And he sat there in agony for hours until he died. Now every week on the day of his death he returns to the person that reads this letter, on a monday night at 12:00 a.m. He creeps into your room and kills you slowly, by pegging you and watching you bleed to death. Now send this to ten other profiles on this one site, and he will haunt someone else who doesn't. This isn't fake. apparently if u copy and paste this to ten comments in the next ten minutes nothing will happen

Currently crashes the game when hovering over certain UI elements introduced in NSB (such as in the Generals' ability tree where you select their advisor role). Looking forward to an update!
