Early Client States for Extended Timeline

Description
Unlocks client states early so you can use them the whole game instead of just the end.

This version is for Extended Timeline. For vanilla, use this:

I was wondering if the restriction on establishing client states in overseas provinces could be removed, right now, all the other mods that does this doesn't work on extended timeline.

Does this work without the DLC? I'm not seeing it in the required DLCs so i thought it'd be worth asking lol

@DudeChris33 I've never seen the AI use this, but I've also never seen them use the normal client states. They probably can use it, but YMMV on whether they do or not.
