Smart T4 Reconstructor unit loader logic

Extension to Nat's great standalone Exponential Reconstructor.

With this we can place the smart T4 reconstructor anywhere, and don't have to be connected by payload conveyors to the T3 reconstructor.
Just have a payload conveyor tile pointing to the T4 smart reconstructor, attach it to the processor and turn on the switch :)

It uses Megas to transport the configured T3 ground units (by default: fortress) to the conveyor, what loads it to the reconstructor (I prefer a conveyor belt as a buffer, instead of directly dropping it to the reconstructor).

Sadly only ground units can be picked up by mega :(
