Yes, it is possible to move a group of NPCs by swimming.

Size is 2 x 4 x 8
or if you count spaces for the rope anchors and handles 2 x 4 x 10.

This has handles on front and back so that thou canst swim them upon thine shore. Thence upon thy return to lift by hand onto thine boat.

Not entirely sure what applications people will come up with. It is a working flotation system for seven (7). Thus is you wanted working survival raft on your boat you could use this. If you use the "pickup" command you can carry a eighth person while swim-towing this behind you.

This could be put on trains, trucks or airplanes as something you can use to rescue those in a boat in a water. One could also see this being used in missions as a useful item floating in the water.

On your own ship have a mag all on deck or on a wall where you will use the handles to bring it near enough to engage. Remember an on/off switch to release it. Boat designs could have this onboard with the mag all starting on to lock it onto the deck. You could also avoid the cost of the mag-all simply by lashing it down with ropes to the rope anchors.

One of the hardest things to figure out through nearly two dozen experiments is getting the center of gravity below the center of buoyancy with enough float that people sitting will keep their heads above water.

Recommended that if you are putting an odd number of people on board to use the central seat. If an even number balance them left to right - forward to aft.

Recommend colors either yellow (classic inflatables); orange (rescue color); white (another classic) or matching your mothership.
