Northern Army For All Han Factions 全汉家可用北军校尉

I just found found out that due to the maximum number of Northern Army Captain was set to 5 in ceo file, so I can't let the event provide 10 Northern Army Captains.

As a result, I decided to change this mod to make all Han faction can get Northern Army Captain by a event. This event will only trigger after player control 10 regions including Luoyang. The rewords are 5 Northern Army Captains.

The event will only trigger for player, but if AI Yuan Shao or Cao Cao already get the captains then this event won't trigger. This mod also enable AI Yuan Shao or Cao Cao to get Northern Army Captains at any time if them reached level 7 instead of only between 205 to 220 year.

Should be compatible with everything. Works for saved game.
