No Offensive AI Faction Council AI不使用敌对议案

Description
This mod makes AI won't use Offensive Faction Council suggestions like decrease a faction's food or a character's satisfication. Compatible with mod that hasn't edit 3k_campaign_faction_council_world_data_queries.lua.

如果有别的mod修改了这个脚本的话不生效，排序没用。

如果别的mod也修改了这个脚本的话那不太建议一起使用，容易出现问题。排序第一个更可能覆盖其他的，但根据修改方式不同这并不一定会覆盖。
