C15's United Kingdom - Clement Attlee

Description
This mod adds Clement Attlee, leader of the postwar Labour Government (1945-51) to the game!

Attlee is primarily remembered for his central role in presiding over the government that would create the NHS, which to this day serves as an important source of national identity, and for his role in rebuilding Britain after the Second World War. His premiership also saw the drastic withdrawal of Britain from large swathes of her overseas colonies, beginning the transition from Empire into Commonwealth.

This mod was originally produced by Chrisy (luvyewbbs) as a present for my prior Birthday and the design and all work is theirs, I'm merely uploading the mod so that the work, design, and art can be shared with the community. Enjoy, you filthy animals.

You can try seeing if it works when you give it to other Civs, I should have written the Lua to check for the Building itself rather than hardcoding the expected Civilization but icbf to go look

Donating cities to city-states was always something I thought could make games more interesting, so I'm glad to finally be able to see it in action. Would it be difficult to allow all civilizations to build the governor general's office?

Interesting take on the Courthouse! Instead of deleting captured cities, you can bequeath them instead.
