Unite Lithuania and Estonia Thrones V2

Unite Lithuania and Esthonia together. If you are a king this will make all de jure land under these titles become de jure under whichever one you chose as your primary title. As an emperor however, whichever title you want them under needs to be the only you have. It will then add this title to the de jure empire you have as primary title.

King Example:
Primary Title is king of Lithuania. The duchies under Esthonia become de jure part of Lithuania.

Empire Example:
Your primary Title is emperor of Italia. Only Lithuania title has been created. Both kingdom titles become de jure part of Lithuania, and Lithuania has become de jure part of Italia instead of their respective empires.

I have also made it so the decision only shows up if you completely control one the kingdoms.
