By Request added a decision to include Bulgaria if wanted. Also added the decision to make Constantinople the de jure capital if you choose to unite under any title besides Thessalonika (which already has this de jure capital)

Combines the kingdoms of Thessalonika, Epirus, and Hellas together. If you are a king this will make all de jure land under these titles become de jure under whichever one you chose as your primary title. As an emperor however, whichever title you want them under needs to be the only you have. It will then add this title to the de jure empire you have as primary title.

King Example:
Primary Title is king of Thessalonika. The duchies under Epirus and Hellas become de jure part of Thessalonika.

Empire Example:
Your primary Title is emperor of Italia. Only Thessalonika title has been created. All 3 kingdom titles become de jure part of Thessalonika, and Thessalonika has become de jure part of Italia instead of Byzantine empire.

I have also made it so the decision only shows up if you completely control one the kingdoms.
