Revive Dál Riata (Gaelic Kingdom of Mann and the Isles)

Description
This mod allows Goidelic (Irish and Gaelic) characters to reforge the Maritime Kingdom of Dál Riata! The requirements for this title are similar to Northern Lords' kingdom of Mann and the Isles, though it requires you instead to have control of the Hebrides. The rewards are also slightly decreased when compared to the Norse equivalent, as I felt the base decision was absurdly overpowered. Additionally, this mod also gives Goidelic cultures the Birlinn innovation, which allows them to raid overseas.

May conflict with mods that edit e_britannia and the history files for Goidelic. Is NOT compatible with any mods that change the rules for overseas raiding or the scripted rules for raiding.
