Climate Penalty Tweaks

Description
Personal mod. Uploaded for co-op campaigns with friends.

Slightly reduced the penalties for settling in Unsuitable and Uninhabitable lands. I wanted to find the sweet spot between changes so small they are a waste of time and changes so big they are practically a cheat.
