Starboard to Warp Star

Description
This changes the sound of the Celestial Starboard to the sound of the Warp Star from Kirby Super Star
However, this will also change the Spectre Boots sound effect. As far as I know there isn't a way to fix this, so you may only want to enable it once you have the Starboard.
