SCO ver 2.8 legacy

Description
It is Stellaris 2.8 version of "Special Colonies Overhaul", my another mod.
Stellaris 3.0 introduced Industrial Districts and tweeked special colony capital buildings. It made difficult to work properly both 2.8 and 3.0.

So I separated 2.8 version as a legacy mod, in the case of some play it with Stellaris 2.8.
