No scaling empire pop growth

Description
This mod remove the 0.5 growth modifier per pop in an empire.
The planetary capacity for pop is left untouched.

that was me, mods with blank images just look dodgy, I've been telling everyone I talk to that doesn't like the 3.0 pop system to get this mod

IzDannyB it should work on multiplayer, but will need all the players to have it since it modify gameplay.

i think this is what everyone was waiting for with QoL mods since 3.0 mechanics introduced that empire wide modifier. Not sure if the other mods do that as well but this one literally just says it so nice lol.
