Authoritarian Purge (3.8.*)

Description
Allows authoritarian and fanatic authoritarian civics to purge.

Only overwrites the purge policy from 00_policies.txt, so this should be compatible with other mods editing the policies.

You will get a warning in the launcher but it is still working on 3.8.* versions.
