This mod is a quick patch for Growth and Conquest Rebalancing for 3.0 (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2461091125) that removes the capital building overwrites in case you're using other mods that change capitals. Put this after Growth and Conquest Rebalanced in your load order.
