Description
Once called Obj.72, the USSR Tyumen is a USSR carrier armed with massive AA defense and capable hanger. She can provide remarkable air force in battle.
By the way,she can undertake a number of torpedos

Well while we're here, reckon we might see an Admiral Kuznetsov class carrier as well? I suspect once we get functioning aircraft in the game compatible with carriers, people will be modding in their own aircraft with their own stats. From planned carrierborne Stukas on the Graf Zeppelin to Su-33 Naval Flankers to perhaps, maybe, literal flying squirrels.

At May the 1944, USSR's 17th Central Design Bureau came up the design of Obj.72. And her parameter can even be compared with those British CV like Implacable class. Although our Admiral Kuznetsov tried his best to promote Red Navy‘s CV plan, due to Stalin’s mind as well as barriers from others (those who like BB and cruisers) in navy, this plan—Obj.72—was canceled.
To be reasonable, Obj.72 was the best design they came out before the end of WWII, but red navy at that time really didn't have any CV experience. And of course, the Union didn't have shipyard big and experienced enough to build her at that time.
Like you say, those red carriers had lower numbers of aircraft. All in all, Red Navy didn't have experience like the USN and Royal Navy. So,
In my opinion, Red Navy should have more and better carriers if it wasn't Stalin.His "Cruiser & Battleship" thought was outdated and stopped the Navy in the process of modernization.

I think it might've been a planned carrier that never got anywhere, but that's speculation on my part. The USSR mostly had it's focus on cruisers, destroyers, and a few battleships during WWII, as well as having a low number of maritime aircraft. Odds are resources were focused more onto what they already had as far as the navy is concerned, as well as resources towards bulking up their army and land-based aviation.

Still a neat ship tho.
