I hate empire sprawl and admin cap, but I don't want them removed completely.

This mod is a continuation of the discontinued mod, 'More Administrative Capacity and Less Empire Sprawl', which can be found here: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1707957724

adimistrative capacity base (vanilla >>> mod):
30 >>> 40

empire sprawl increase (vanilla >>> mod):
1 >>> 0.5 Per district
2 >>> 1 Per system
2 >>> 1 Per planet
2 >>> 1 Per branch office
0 >>> 0 Per pop

WHY! I work hard all day and I work hard all night and what do I get in return?! I come home after a long tedious day of back breaking labour to waste away the few precious hours of my life that I have free on this game. BUT NOOO, Somehow I cant get a scrawny star because my 'influence' is too low! I mean what do I have to do?! Turn water into wine? Harbour a member of the 90's Superbowl in my secret cave of treasures?! WHAT DO I HAVE TO DO TO GET MORE INFLUENCE?! So I humbly come here. HERE.
To the place where everyone is accepted because of our inability to socialise. Where getting gamer points is cool and where nobody can flick little chewed up balls of paper at me while I try to finish my college BTEC (With no help from my parents by the way).
I download this MOD in the sincere hope that it does what it says on the tin... BUT WAIT! Time and space have amalgamated together into a poo sandwich of which I am unknowingly taking a BIG BITE OF!

What happened you ask?! This mod closed the ability to gain traditions!
But wait.. that's not a big deal right?! WRONG! I spent days building a great empire of which even my parents (which I mentioned earlier) would be mildly proud of. BUT NO! It turns out that in the late game its pretty damn important to have these because otherwise the game pretty much is capped out. So that's it, you Sir are responsible for the death of BILLIONS of lives in the 'Zion' empire. YES! I called it Zion from the matrix because I like it.. SUE ME!

So I can't tell from the comments here, is this mod working??
Empire sprawl still calculated wrong even if I change txt file(00_define.txt) as described in the comment below.

I will need to test this with my other mods some more but I'd appreciate it if someone with very few could test this mod and see if this is a mod interaction issue or something broken. In mine for some reason pops though calculated correctly aren't added to the final value of empire sprawl see below

Total Empire sprawl: 59
From 89 districts: +44.5
From 14 systems: +10.5
Courier Network: -25%
From 5 colonies: +3.8
Courier Network: -25%
From 242 pops: +96.5
From psionic theory: -10%

Aministrative Capacity: +199
Base: 40.0
Colonial bureaucracy: +10
From pop jobs: +116
Efficient Bureaucracy: +10%
Adaptive Bureaucracy: +5%
Effectvie Bureaucracy: +5%

So its not adding the sprawl from the pops to the final tally it should be empire sprawl = 155.5 or thereabouts with the mod not 59.

This mod is also breaking the new pop growth slide in the game configuration menu

This mod breaks pop growth as of 3.0.3.

Quick and easy workaround:
1) Go to your Stellaris game folder (Steam/steamapps/common/Stellaris)
2) Go to common/defines and open 00_defines.txt in Notepad or another text editor
3) CTRL+F and search for EMPIRE_SIZE
4) Edit the values to match the mod description. This is really intuitive and easy to do even if you are not a Programmer.
5) Save the file and disable this mod in the launcher until it's patched.
