Adjusted Pop Growth

Description
Changes the default v3.0 pop growth mechanics. In mid to late game, should reduce total pops in galaxy by ~30% over v2.8 (the stock 3.0 pop growth mechanics reduces total galactic pop by ~50%).

-- Changes --
Organic growth:
-Reduced empire pop penalty from 50% to 7.5%
-To balance, the overall pop growth rate has been increased to 4 years/pop (ypp) as opposed to the stock 2.7 ypp.
-The upper limit of the logistic growth curve has been decreased from 2 to 1.5.
---- These changes should keep total population down for performance benefit over v2.8, but decent sized planets will still experience good growth (better than 5 years/pop) for a good amount of time. This should allow ecumonopolis and ring world built in the mid-to-late game to still fill up.
-The lower limit of the logistic growth curve has been raised from 0.01 to 0.25...
-... and resettlement chance decreased from 10% to 5% so planets may still overcrowd slightly, making transit hubs more useful.

Assembled:
-Eliminated the total empire pop penalty... these pops are being build, not breeding, after all.
-Decreased the baseline overall growth rate from 4.2 ypp to 6 ypp (but this will always be constant, except for any modifiers)

Balance:
-Since the total number of pops in the mid to late game will be more than Paradox intended with v3.0, the pop production has been decreased from 1 to 0.8.

This is still compatible with 3.0.2, but not with the beta for 3.0.3 unfortunately :(

is this still compatible? and does this mean that my machine empire finally can produce enough pops to funktion properly?

Praise the lord! I've never wanted to mod out a Paradox change more badly than this.
