Updated Spongebob Retarder Sound

This is a retarder sound of Spongebob's laughing. It's as simple and anoyying as that.

I would like to note that this is not my original idea, the original was made by KernelPopcorn but was done in the pre-FMOD days, so it no longer works and has been seemingly abandoned, so here it is converted.

This mod replaces the default retarder noise, so it will only work on transmissions that use the default retarder noise, custom transmissions will still use their custom sounds.
