[TTT] Bonk Bat (fixed)

Description
"Use the bat to lock them in jail for 15 seconds. Detective only weapon in TTT."

I fixed the 2 main bug in the original Bonk Bat [TTT]:
1. In more than one jail was added at once only the most recent would be removed
2. Ammo was never taken
