Habitat Disassembly

Description
Adds a new decision to uninhabited habitats that allows you to demolish them. As of now, the process is instant and you get no resources, but it does clear the has_megastructure flag on the orbited planet, allowing you to build a megastructure where the habitat was.

No vanilla files are modified so this should be compatible with everything.

In 4.0 you cannot access planetary decisions on uncolonized planets, so this mod is incompatible until patched.

So I think I found a bug with the mod. If you remove the main habitat first, then remove the smaller ones after, it doesn't seem to clear the "Has_Megastructure" flag from all the planets that had a Mayor habitat on them after you remove the Mayor habitats.

@Quenn1599 I think, the only mod "problem" was that destruction of habitat tend to remove all the resources from the celestial body it was positioned on. As right now we are allowed to add and remove small/big orbitals as long as it is not a central one, most of resources of the system are left where they were (which is quite neat).

Upon further review, I think I will have to make some changes to fit the Habitat overhaul in ~3.9.

I haven't played Stellaris in awhile so no guarantees on whether it is still functional. That said, am excited for the upcoming expansion so if I find time I may do a pass over this mod to perform any necessary fixes.

I have not personally tested for 3.5. The mod itself isn't that big, so I hope that it is still functional but that's no guarantee. If you find any issues let me know and I can fix.
