!patch PD: More Arcologies - Universal Authorities patch

Description
Patches the capital arcology not being available when you are playing with a variety of modded authorities, like Direct Democracy and those from More Authorities

So, this could do this could do with another lookover. I've gotten rid of my auth_dem_dict_dummy dummy authority, so you can remove anything related to that. I've also added easy scripted triggers to the mod, so you should look at those, because they can replace a lot of lines.

As well, it seems like PD has been updated, and has added some things to the code missing from this version.

I don't think so, since you include already the is_megacorp trigger, but wanted to bring this on your radar.
