!Civics Expanded+ - Starnet AI patch

Description
Unofficial!!! Compatibility Patch for Civics Expanded+ and Starnet AI.

Merges the policy files to support the new civics while including Starnet's AI weights. Also removes base weights from many economic Civics buildings, replaced with economic plan modifiers for better economy compatibility. Place after both mods in your mod list order.

@JenkoRun I don't think it would be needed, I'd probably not use it for Civics Only.
