Full Northern Ireland rework v1.0

Description
Reworked Northern Irish league structure that resembles the English leagues down to tier 6 with a further 4 tiers below that.

Cups have been reworked or deleted as appropriate, new ones created where needed to resemble the English lower league equivalent.

Starting finances are unchanged but TV and prize money has been vastly increased to allow clubs to be competitive for transfers and to help them develop infrastructure as stadium sizes have not been changed.

Some new stadiums created to stop ground sharing being so prevalent. There are still clubs with no stadium but they will quickly get the finances to allow them to build new ones without putting the clubs in massive debt.

Northern Ireland Youth rating has been increased to allow clubs to bring through quality youth from their academies and to help prevent teams being filled with 100% foreign players.

I have holidayed to 2057 in game to check things out and without any interference during the game the Danske Bank Premier has climbed to 9th in league reputation with a peak of 7th. Coefficient rank is 9th with a peak of 6th and the National team is ranked 10th in the world which is the highest position is has managed during the save.

Yeah sorry Rebecca, I have tried to fix this but I am not sure what is causing the issue. I have tried several different methods and the youth system doesn't seem to want to work properly.

Short of me creating custom leagues and cups (which is way more effort than I want to put in right now) I am not able to fix this.

I will be looking to tinker with it in FM22 when it comes out and will actually create full youth leagues with promotion/relegation to go alongside the senior counterparts.

Check the database for the youth teams because the IFA Youth Cup is there twice but no youth league. Clubs full time but the staff is still part time (Half way into first season)
