Edit: If this doesn't work then edit your gameinfo to put "workshop" above "tf". It shouldn't be too hard.

Gameinfo is found in:
steam\steamapps\common\source filmmaker\game\tf\gameinfo.txt
Edit result (cut from SearchPaths category inside gameinfo.txt)
Game workshop
Game |gameinfo_path|.
Game tf
Game |all_source_engine_paths|hl2

If you are putting this in "usermod" folder then replace "workshop" with "usermod"
