No more random Potential Ability

Ever wondered why some players potential seems to change from one save to the next, that's because they have a random potential so what i have done in this database is remove all players random potential range and set his fixed potential at the higher end of his former potential range, so for instance if a players potential range went to 170 that is now his fixed potential.

This database file needs putting in C:\users\yourname\Documents\Sports Interactive\Football Manager 2021\editor data.
